He is author of Enacting a Bill of Rights: The Legal Problems (1980); Open Justice: A Critique of the Public Trial (2002), and of articles in the Cambridge Law Journal, The Conveyancer, Criminal Law Review, European Human Rights Law Review, International and Comparative Law Quarterly, Irish Jurist, Journal of Applied Philosophy, Journal of Social Welfare Law, Law Quarterly Review, Legal Studies, Oxford Journal of Legal Studies, Parliamentary History, Political Quarterly and Public Law.

In July 2006 he was awarded the degree of Doctor of Law of the University of Cambridge for published work.
